Note: This involves editing a game file. Always make a backup before changing.
Open your Civilization config file (Documents and SettingsUSERNAMEMy GamesSid Meier's Civilization 4CivilizationIV.ini) with Notepad and change the following line:

to

CheatCode = chipotle
Once cheats have been enabled, while playing open up the console using '~' (tilde) then type 'help' for a list of cheat commands.
Cheat Code Example: Type Player.setGold 0 1000000 to add more gold.
You can also type Console.CreateDocumentation CommandList.txt to create a list of cheat commands in a text file which can be found in the game directory.
Debug Mode
After applying 'CheatCode = chipotle' in the configuration file, you can enter from console windows (open by using ~) the command 'game.toggledebugmode' (without quotemarks).
That will enable the cheat-dialog by pressing [SHIFT]+T. From this dialog you can alter amount of Gold and level of technology for players in the game.

Enable Cheats in Civilization IV
In your Civilization IV config-file (where you installed the game, the file is civ4config), change:

Using the Cheat Dialog
After applying 'CheatCode = chipotle' in configuration file, open the console with ~ (the tilde key) and use command 'game.toggledebugmode'.
With debugmode turned on you can press SHIFT + T to open the Cheat Dialog.
Civilization IV Cheat Hot Keys
With debug mode enabled enter one of the following button combinations with either a unit or city selected for the desired effect.
Ctrl + Shift + Left Click
Insert Unit/City
(Select a Unit) Ctrl + '+'
Unit level up

(Select a City) '+'
Immediately complete whatever the city is producing
(Select a City) Ctrl + '+'
Add 10 to city culture
